记忆中的母校很漂亮。两条宽阔的水泥甬路中间是很多间宽敞明亮的教室。东边的甬路两旁植满了生长多年的毛白杨。斑斑驳驳的枝干上留下了岁月的印痕。每到春天，这些高大的杨树就发出有点粉绿的小叶子。它们就像是一个个刚刚出世的娃娃天天张望着满校园求知的孩子；夏天，它们宽大的树叶密密的挤在一起。将炙热的阳光挡在叶外。形成一条凉爽的林荫道。常有三三两两的同学或坐或站，或依或靠的待在树下读书、研题、嬉闹。这里也是我的乐园。每当下课铃一响，我就和几个同学冲出教室，抓着橡皮筋飞一般的拥到这条林荫道上，光着脚丫跳皮筋。累了的时候，就跑到树下的水池边，拧开龙头，任凭哗哗的流水从十指间留过。

They inspire us to dream big and work hard. They put in a lot of effort to clarify our doubts and help us understand complex concepts. Thirdly, our school provides us with state-of-the-art infrastructure and facilities. 1、当前税务执法权监督存在的主要问题

（一）思想认识不到位。实行税收执法权监督，是国家税务总局在多年的实践和探索中提出的，是促进依法治税、从源头上预防和治理税务系统存在的违法违纪现象的重要措施，是新时期做好税务工作的重要保证。然而，由于思想认识上的不到位，少数单位并未完全、真正地认识和重视税收执法监督这一系统工程的必要性和内在作用。

有的干部认为，执法监督是纪检监察部门的事，只要纪检监察部门加强执法监督，与业务部门关系不大。甚至还有人认为税收执法监督是束缚手脚，是对执法者的不信任，是对自己权力的削弱，进而对执法监督人员产生不重视、不理解、不配合；而纪检监督干部则认为税收执法监督工作是讲起来重要，做起来次要的事情，工作不能不做，但不能认真去做。监督上级怕打击报复，监督同事怕影响关系，监督下级怕失去人缘，工作上存在畏难情绪。

加之个别领导干部没有把纪检监察工作摆上重要议事日程，对工作往往是安排部署多、检查落实少，疏于管理、淡化责任、措施乏力，使税收执法权监督难取实效。

（二）领导干部监督不到位。权力失去监督，就会导致腐败。加强对税收执法权的监督，首先要加强对领导干部税收执法权的有效监督。

一是部分领导干部自律和遵纪守法的意识不强，在工作中不坚持原则，不依法决策，不依法监督，不依法查处，影响了基层干部公开、公正行使税收执法权。二是由于税务部门管理的特殊性，有些领导干部对上级监督鞭长莫及，与同级无利益关系不愿监督，对下级监督检查时发现了问题，也往往是嘴上说说、会上点点而已，不注重真查实究或采取补救措施，造成对税收执法监督不到位，使一些领导干部由小问题酿成大祸患，滑入了一条“违章－违纪－违法”的犯罪之路。

（三）制度落实不到位。税收执法权监督工作的关键在于抓好落实，不抓落实，或者落实不到位，再多、再完善的制度也起不了作用。近年来，为进一步规范干部的执法行为，各级税务部门制定了不少管理办法，如建立党风廉政建设责任制，行政执法（管理）责任制，工作目标责任制等，并层层签订责任书，一级抓一级，层层抓落实。

这些制度都具有一定的操作性、实用性，但在实际工作中有些还是没有真正落实到位，致使对税收执法权监督乏力，导致个别干部纪律观念不强，执法行为失范。

（四）过程监督不到位。过程监管是正确行实税收执法权的关键。但目前，税收执法权的监督工作还没有深入到税收执法权运行的各个环节和过程。

一是当前的执法监督工作主要以聘请特邀或义务监督员、召开监督员会议、设置征求意见箱、向纳税人发放征求意见表等方式来实现外部监督，再加之征纳双方利益关系的存在，来自于纳税人自发的、主动的监督十分缺乏，从而影响了对税收执法过程的监督。二是在内部监督上，监督仅仅体现在上级对下级的监督以及专门机关的监督，部门之间、干部之间的监督以及下级对上级的监督还比较缺乏，无具体的操作办法和制度，监督的合力还未能真正形成。三是政策公开不够，透明度不高，信息流通不畅，没有形成内外监督制约机制，存在“暗箱操作”的现象。

四是行政执法责任制考核缺乏专门的组织机构和人员配置，日常考核达不到一定的深度，集中考核难以发现违法的细节问题。五是税收信息化建设推进缓慢，计算机未能全面介入税收征管的全过程，以机器管人、机器管税的作用未能充分发挥。第六，税法执法权的界限具有灵活性和模糊性，税收执法权在实际执行中有太多的自由裁量权。

以偷税罪为例。除追缴被盗税款和滞纳金外，还应处以被盗税款50%以上5倍以下的罚款。税务机关对纳税人处以数倍以上五倍以下的罚款是合法的。这影响了税务部门执法的规范化，也给执法监督带来了困难。

i can hadle it

i can never f***et the summer in 1996. i went through an extremity of despair due to my failure in the national college entrance examination. it seemed that my dream of being a university student would never ***e true.

one evening my father came and told me the story of steven callahan, who was crossing the atlantic alone in his sailboat when it struck something and sank. it was a miracle that he survived and was found 76 days later(the longest anyone has survived a shipwreck on a life raft alone). later in his narrative he wrote these sentences “i tell myself i can handle it .

***pared to what others have been through i’m fortunate”.

hearing these sentences i felt something important struck me. i belived my life would mot be that bad and it was proved to be true. later during my study in the university i always told myself “i can handle it” when my own goals seemed far off or when my problems seemed too overwhelming and every time i said it ,i always came back to my senses.

now i work as an english teacher in a middle school. whenever my students ***plain about their difficulties in study or want to give up, i will tell the same story of callahan to them. i just want to make them believe they can handle their difficulties because their circumstances are only bad ***pared to something better.

but others have been through much worse. then they will build up fortitude.

so here, ***ing to us from the extreme edge of survival, are words that can give us strength. whatever you’re going through, tell yourself you can handle it. ***pared to what others have been through, you’re fortunate.

tell this to yourself over and over, and it will help you get through the rough spots with little more fortitude.

We have a common enemy. We have this in common: We have a common oppressor, a common exploiter, and a common discriminator. But once we all realize that we have this common enemy, then we unite on the basis of what we have in common. And what we have foremost in common is that enemy -- the white man. He's an enemy to all of us. I know some of you all think that some of them aren't enemies. Time will tell.

In Bandung back in, I think, 1954, was the first unity meeting in centuries of black people. And once you study what happened at the Bandung conference, and the results of the Bandung conference, it actually serves as a model for the same procedure you and I can use to get our problems solved. At Bandung all the nations came together. Their were dark nations from Africa and Asia. Some of them were Buddhists. Some of them were Muslim. Some of them were Christians. Some of them were Confucianists; some were atheists. Despite their religious differences, they came together. Some were communists; some were socialists; some were capitalists. Despite their economic and political differences, they came together. All of them were black, brown, red, or yellow.

The number-one thing that was not allowed to attend the Bandung conference was the white man. He couldn't come. Once they excluded the white man, they found that they could get together. Once they kept him out, everybody else fell right in and fell in line. This is the thing that you and I have to understand. And these people who came together didn't have nuclear weapons; they didn't have jet planes; they didn't have all of the heavy armaments that the white man has. But they had unity.
